Hi We've dead NiCd battery in which measured 0 volts. It doesn't matter how long you put this thing in the charge, it basically woudn't hold any demand?
Is there any known option to resurrect this battery? Non-commercially?
Best solution - Chosen by Voters It's rare to observe a *true* ZERO (even just a little voltage disqualifies it from following explanation, so I will be trusting you here! ) as a result of cell failure in a battery pack. If the charger is normally working, you either offer an internal open circuit and also other charging circuit problem during the battery or one sorry battery that's not going to be "resurrected". If your charger works, only checking of wires or cutting within the compaq presario cq60 battery pack can tell you if it is usually "fixed".
a) First, check the charger to assure it really is providing voltage. The only proper way to accomplish this would be to site the meter across while charging in order to guarantee it was holding an economical float voltage (should manifest as a fair bit above rated battery voltage). Ideally, you'd need to measure current with the ammeter in series, but that's not as easy to set up in most cases. If nothing might be readily measured with the battery in position, at least take a meter to charger to see if you possibly could pick up float voltage. There is not any assurance with that rank alone (could be being pulled right down to zip even under hook load) but it's a lot better than nothing.

b) You say "battery" but not "cell". If it's a presario cq60 battery pack of some sort, this could have internal charging circuitry (some incorporate "intelligent" electronics) -- or to start, should have a temp cut-off device (thermal breaker) to prevent any dangerous overcurrent situations during charging or employ. The charging circuit or possibly internal breaker *may* get failed. Further, if it can be a true "battery", the debris are internally bonded with each other. It's not common the bond straps break (they're usually spot welded towards the cells), but hey -- anything may be possible.
c) Don't assume it is the batteryč½itself that has been unsuccessful (again, assuming it's not only a single cell). You might have lost an internal connection or could be dealing with a shed external connection. If it's among those packs that come in the portable phone or R/C car or truck (just as examples), a small tug on the wiring between your battery and connector may make a surprise, and that'd give you zero in a big hurry.
If the charger is normally good, and you can't straighten out the problem, and it's some form of compaq presario cq40 battery pack that's a bugger to change, you can take it towards place like Batteries Plus to own it rebuilt with completely new cells. While you're located at it, you might also consider switching these to NiMH for better capacity and deficiency of the "memory effect" which is a problem for NiCd cellular material. <! --INFOLINKS_OFF-->.
